IISCosign 1.0.0 Installer bug

This definitely goes into errata:

Problem: opening <Cosign> tag missing in cosign.dll.config file.

Cause:

1) While installing IISCosign
2) After going through the Generate Certificates Now dialog
3) Press the back button on the Cosign Options dialog
4) Generate new certificates again.
5) Proceed forward through the dialog boxes.
6) Opening <Cosign> tag is now missing in cosign.dll.config.

It's odd to say the least.  Hopefully, I'll figure out what's causing this 
and fix it for the IISCosign 1.1.0 release.

To be clear, if you follow the 'forward flow' of the installer this does 
not occur.
